Government is not a big mystery. It is not even unique to us human beings. Wolves hunt in packs and caribou migrate in herds. Fish school. Even insects swarm and live in "colonies." Why?
1) Protection from threats and harm
2) Acquiring the basic necessities of life
It's not rocket science. It's nature. Leave it to human nature, though, to pervert it. But that would be poltics.
