Docteur en science politique de l’Ecole des hautes études en sciences sociales (EHESS) et directeur des études de la Fondation Robert Schuman. Professeur au Collège d’Europe à Bruges, il enseigne également à l’Institut d’études politiques de Paris (Sciences Po) ainsi qu’à Mines ParisTech (Corps des Mines). Il est expert associé au Centre d’Etudes et de Recherches Internationales (CERI-Sciences Po) et visiting fellow au European Institute de la London School of Economics and Political Science (LSE).
