The Republic of Helios is a book that is both about the terraforming of Mars and the setting up of a new government, a more perfect government. As a first step to Mars a station on the Moon at Marius Hills is set up.
The Republic of Helios is an adventure in space, an adventure in new ways of behavior and an adventure in politics. All that has to be accepted is that teleportation devices have been invented.
Where totalitarian governments are overthrown there is very frequently almost no planning as to what comes next. Basically the same difficulties arise subsequent to coups as there were before. There is no coup in The Republic of Helios. There is most definitely planning as to what comes next. There is quite a lot in The Republic of Helios about the constitution of the Republic of Helios.
There is a hitch with teleportation devices. Unless Topos devices are also on receiving ends objects teleported explode at destinations. Topos devices can take humans back to the Paleolithic or open up the solar system for human habitation.
