After Mayor Cartwright's assassination by Liberty Corp heir Elias Kensington III, the city falls under total corporate control, its revolutionary symbols perverted into tools of oppression.
Malik, an Iron-tier courier, risks his dwindling Score to save a Coal-tier boy from debt collectors, forcing him into the Black Market's shadowy rebellion. Meanwhile, Zara, a seamstress in a Liberty Corp re-education factory, weaves coded protests into the very flags meant to glorify the regime. When Malik is recruited to destroy The Ghost of Franklin—the AI orchestrating the city's surveillance and debt—their fates intertwine.
